Check your pier before you plan anything
This is the one thing worth knowing about Cozumel. Downtown San Miguel is walkable from Punta Langosta and a taxi ride from the other two. Celebrity publishes terminal-to-downtown taxi fares of roughly $8 to $15, with posted fares at the terminals, and advises settling the fare before you get in. No official municipal tariff table is published anywhere we could find.
The parks, with real prices
Cozumel's parks are run by a public foundation that publishes its prices, which is more than most places do.

The beach question, answered honestly
No official source publishes a free public beach within walking distance of any of the three piers. Cozumel's water is superb and its reef is world class, but much of the coastline is rock rather than sand, and the good beach clubs are a taxi ride away. If your plan is a free walk-off beach day, Cozumel is not the port for it. A beach club or park, one taxi each way, and staying put is the higher-comfort choice.
